There is no precedent for what is happening now in Ukraine - a large-scale war crimes investigation being conducted as the war is going on, by the nation under attack. In Kharkiv, ordinary local prosecutors have found themselves thrust into complex investigations for which they have little or no experience. In the field, they wear vests, some hand-painted, which say "War Crimes Prosecutor", though this job does not technically exist.
